Dear friends,
The pain and suffering of tens of thousands of our citizens who are fleeing the areas of Kosovo and Metohija in many directions has never been greater. Macedonia has closed its borders. Albania is impoverished and exposed to a civil war. Serbia is in flames owing to NATO strikes. Nobody is offering neither humane nor political horizon for stopping the humanitarian catastrophe without entering the propaganda discussions about its causes. Such discussions serve more to stabilizing political positions rather than saving lives, dignity and rights of the people who are running away. The facts are simple. The return of our citizens into their homes is blocked by three military factors NATO, KLA, YA. All of them must stop their actions at the same time in order to ensure a true humanitarian action without any plolitical conditioning. In the light of these facts we propose: that the UN forces from neutral countries assume the function of controlling the behaviour of military forces above mentioned, and that the UN oganization together with all non-governmental organizations which have not politicized their actions but put the humanitarian aid in service of cooperating and peace, should be included in the actions of humanitarian aid.

Thus we suggest that the network of cities of CAUSE COMMUNE be included in the help actions. Each of the 200 European communities gathered by this network, should be the patron of one community on Kosovo and Metohija and offer help. The network is founded on a principle of communication between different communities, building up the trust and de-escalation of all conflicts and I consider it to be practicaly the only one in the world which has not chosen sides. It has already acted very benevolently in miscellanious communities in former Yu and brought true peace for all of them.

Once more I assure You that all citizens of Yugoslavia are interested in peace and that they are willing to participate ,in great numbers, in such action of humane intervention and make sure,wih all their might, that the people of Kosovo feel as they belong there and that they are among friends. This is proved by the fact that over 50 000 refugees of all nationalities,mostly Serbs, Albanians and Roms have already arrived in Serbia.

The Greens of the world, those who really care about peace can help in realization of this project which brings back the dignity to the citizen as the basic political acter.
